When I re-did my car trailer just over three years ago, I coated the whole underside with four coats of the cheaper bed-liner and it is holding up quite well.
I usually do the "Navy" paint job on my old, rusty stuff. Two thick coats of red oxide primer and two top coats of enamel. You could stand to flip that over and patch it that way instead of from beneath. Ya gotta do what ya gotta do though. Good luck.
looks like you waited a little too late,, if done earlier to prevent it would've been less work now
