Thanks for another great video. According to online sources William Gile (1868-1923) invented this engine while working at the Gile Boat & Engine Co., Ludington, Michigan. The company was one of the town's most successful businesses until the Great Depression hit causing it to close its doors. Gile held several patents on his engines. They came in sizes from 3-15 hp and sold from between $63 and $325.

the 16 to one that you are quoting is probably written before the 2 stroke oil you are using was invented …the book is as old as the motor then that mix assumes you are using SAE 30 wt motor oil but the new synthetic 2 stroke oil should be mixed 40 to one just like a chain saw motor … I'm thinkin your mix is way to rich any way that's my take on it…
try going the other way ( counter clockwise)

Do we have an engine cylinder compression test kit?
Judging this is a marine engine, it should start in either directions so chosen, otherwise the boat could only move forward but backward. The timing handle enables adjustment of specific timing in each direction.
If it's a 2 stroke, then does the exhaust port need a pipe to create back pressure in order to run properly?
