Awesome, to me it looks like something made in the 1920's.
A guy with cordaroy pants, a brown flyer jacket and goggles hat backwards riding it on a diet or wood oval flat track riding hell bent top speed 3 lengths ahead of the second place bike flames popin' outta the exhaust pipe.

BIKE IS LOOKING AWESOME MUSTIE,, green with envy here , in uk now the govt would want it MOT ( ministry of transport safety test ) which is far more stricter than usa 🙁 then taxed , so pointless building one here as your banned from using it 🙁

Definately like the handlebars like that, just looks more authentic. Makes me wonder to, if there was a reason why they placed the bars down low like that on
the old bikes. I'm guessing maybe it has something to do with having the CG closer to the middle of the bike for better handling in the corners, in that
the rider would have to shift his weight forward to grab the handlebar, thereby shifting CG closer to the middle of the bike, and a bit lower vertically as well.
I mean a mid engine car generally corners better than a front engine car, but I'm not sure if the same thing still applies with bikes. Suspect it does.
As a general rule though, I'm thinking its always better on any vehicle to have the CG as low as possible and closer to center mass.
I'm guessing why those modern street legal racing type bikes, like say a Kawasaki Ninja, where the rider is practically horizontal are made the way they are.
Maybe at the speeds this bike will be traveling it wouldn't make that much difference, but I'd bet if you tried the handlebars both ways you'd notice a difference
in handling between the two. Even so, either way it most DEFINITELY looks more authentic.
