Insulation Displacement connectors are in my opinion also the biggest issues. They need to be the correct wire size and if the insulation is very thick the always become an issue just like you found. I as well won't use one.
I think you should hang onto this one. (4 years late with advice, but what the heck). Magnetic signage covering the Police stuff obviously. Polite? Polease? Po Faced? Po Bear? What do I know?… Great little truck to take shopping. Keep 'em smiling, pal.
They call those "Scotchlock" connectors- rubbish. Best to solder splice or direct to source.
For switches, get some "Electronic cleaner spray" which cleans contacts. You can also get "cleaner and lubricate in one". Use them a lot in Audio switch applications. Also suggest getting better wire stripper which allows stripping wires without lateral force acting like a clamp on wires whilst stripping portion insulation. Can be adjusted from large to small.

I totally agree with Mustie1 that the value of this machine is in its unique history and, to quote, "all the s**t people have thrown at it over the years". If you just wanted something clean and cute you could buy a used Hundai and give it new paint. But that would be dorky. This Cushman, as with every Cushman whether a scooter or a golf cart, has never been dorky but always tough utility vehicles both loved and hated by millions.
Funny how your laws require a retrofit plate light, but they don't care whatever modifications you made to engine, rims etc.
Spray paint with shaker cans. Got enough work into it. Might as well look good too.
