I would put a new gas line and filter in it. If it is leaking the saw will run lean.
I have a rule – if I have to go into a carb, it gets a good cleaning and a new set of diaphragms, period.

That echo saw is a copy of my john deere which was probably made by echo.
This is my 1st time seeing this video. I have a echo cs702vl that runs great. All i had to do to it so it was useable was make new studs for the bar and now it will cut anything i put it up against but it's a heavy saw and it's a powerful saw with a manual oiler
Did I see you put the diaphragm on the metering side next to the carb body? If so, that is wrong. The gasket goes next to the carb body and the diaphragm goes on second. I said something but you were not listening.
If that grommet is leaking going into the tank it will not pressurize the tank and push fuel into the carb. Replace grommet, fuel line and filter.
There is usually a spring washer on the choke lever.
That’s probably not a return, since it does not have a primer bulb. It is probably the Impulse line from the cylinder.
It might have been wet from the time it was sitting in water. That was why it did not spin the chain.
