I found an Australian built Victa 2 stroke lawnmower which engine was full of water,it still has good compression but I've had it running,I can't control the engine speed because the engines O Rings & likely the crankshaft seal leaks air.
The carburetor is governed by crankcase vacuum but I think that it has a vacuum leak because it will only run flat chat regardless of throttle position so I have all the crankcase O rings & I Just need to order new crankshaft bearings & a new crankshaft seal for it or use the sealed Ball bearings in the engine !
Another old minarelli built moped, mine was a general 5 star, ran great for over 20 years of daily putting around, odometer stopped working at about 74,000 miles, frame broke about 2 years later

I got the exact moped with no spark too. Also in Mass. is there a keyed ignition switch?
Yes ,it is worth restoring, a diamond in the rough, hope to see more on the restore.

I have a 1981 Honda Express NC 50 Can you show me where the hoses connect from the gas tank to wherever they go,?
