Crazy on the ring. I'll bet someone was inside it at some point and oopsie forgot a ring, or just didn't care if it smoked. Maybe the bore hole was so they could share oil?

it never ceases to amaze me when I take something apart and its wrong, like the other day guy brought in a cb750 said it leaked gas, well yeah when the needles are in upside down that happens. was running great my ass. too bad about your paint safety wire is what I use on small fuel lines in all your tools you must have the special twist pliers
I wonder if someone intentionally left that ring off of there in order to squeeze out some extra hp through less parasitic drag. I have heard of it being done on racing motorcycles but usually it's the oil rings that are left out. That's where "Smokey" Yunick got his nickname years ago. He did the oil ring thing on a racing scooter. Just a thought.
Maybe some industrial-strength paint on the tank. Try Magnet Paints in N.Y.
